Losing Alaska Fishing Permits

My comments to an article in Arctic Sounder  "Fishing Permits Migrating Out of Alaska":
That's the famous Bristol Bay sockeye fleet in the main, a huge loss to Alaskans, but the permits went so high it was just too tempting to sell in bad years, like during recent price drops. The state could have stopped this exodus long ago--why was the Legislature so willing to let it happen? What happens to the communities that lose their home fleets?" (Here I go again.)
