Feds, cuts and fish: war or food?

Scientific fisheries management takes funds! Hakai, a great on-line magazine for west coastal topics, has a recent essay by Aaron Orlowski stating that it's been one hundred years since fisheries scientists recognized that eco-system based management way the only way to keep fish stocks healthy. Why is it so slow to be activated? It's complex and it's expensive. If we have a federal government bent on cutting the domestic budget in favor defense/military we aren't going to see growth in areas like fisheries that need long-term commitment. We will continue to see US fisheries lose out and we voters can take some of the blame.
